Proofreading is essentially a final polish to a piece of writing checking for correctness of grammar, punctuation and general validity of content, with minor amendments and corrections.
Copy editing is similar to proofreading but can involve a more robust involvement in the writing and checking details not covered in proofreading. If there is significant rewriting or amendment required it becomes more substantive editing.

Web Sites
When it comes to web sites, the traditional term of proofreading and copy editing blur. When checking an A4 page of Courier-12 black and white text, for example, life is simple - there is text on the page and it stays where it is. In a web page however, there are many more factors - graphics, hyperlinks, drop down lists, buttons, colours, animations, sound, video... Typically web developers come from a technical or programming background, rather than a literary one. Hence in a web page you still have a need for conventional proofreading or copy editing, light or heavy edit. But you also have web specific functionality not present in the printed page. This leads on to checks that should be being done by the web developer but are often overlooked. Additional issues like:
Browser compatibility. A lot of people use Microsoft's Internet Explorer, but certainly not all. Netscape is widely used, also Mozilla's Firefox.
 screen resolution 800x600, ...
potential issues of colour blindness where colour is used specifically
 potential issues for dyslexic users
Web sites should be accessible to the widest possible audience.
I offer two levels of web checking - Basic and Detailed.
Basic Web-Check
This web site validation service includes Light Edit as well as:
checking links and basic site navigation
checking that all pages load with correct object behavior (the latest MS Internet Explorer only)
 page keywords
Detailed Web-Check
This web site validation service includes everything done for the Basic Web-Check but also includes
correct page and object behavior with other browsers and resolutions (Netscape, Mozilla's Firefox and screen resolutions of 800x600)
Validation of database activity where appropriate or possible.
As a part of both the Basic and the Details web-check you will get a Report on what we have found. This will include points like:
 usability
 intuitiveness
 visual clutter
 keyword usage
Web design is in many ways an art rather than a science. However if, for example, a web site is full of highly technical Flash graphics and looks superb but is too cumbersome to use - then what do you have to show for your development investment? This Report is my subjective view based on over 25 years of programming design and development of user interfaces in the commercial world.
Web-Check: English from a Foreign Language
Another service we offer is proofreading web sites translated into English from a foreign language. There are plenty of automatic translation tools around that can translate into English. But we have all read web sites that are obviously not produced by an English speaker. This service is aimed at these sites. Please note, this is neither a translation service nor a web validation service. It is effectively a proofread of web site.
Oops...
There is much in our English language that is simply beyond the ability of our computer's spelling and grammar checker to judge right from wrong.
"We saw a man on a horse with a wooden leg." [misplaced specifier]
Taken from "Write Right" - Jan Venolia.
"What's on Susan?" vs "What's on, Susan?" [vocative comma]
Taken from "Eats, Shoot and Leaves" - Lynne Truss.
Why wood eye want two cheque my web sight anyway? My computer does it awl four me. So their.
